A BILL TO BE ENTITLED
 
AN ACT
  relating to the establishment of a grant program to assist certain
  public schools in providing salaries to school security personnel.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter C, Chapter 37, Education Code, is
  amended by adding Section 37.0814 to read as follows:
         Sec. 37.0814.  SCHOOL SECURITY GRANT PROGRAM. (a) The
  agency shall establish and administer a grant program to assist an
  eligible school district or open-enrollment charter school in
  providing salaries to peace officers, school resource officers, or
  other security personnel performing law enforcement duties for the
  district or school.
         (b)  A school district or open-enrollment charter school may
  be eligible for a grant under this section only if the district or
  school employs a total of 10 or fewer security personnel.
         (c)  The agency shall adopt rules as necessary to administer
  this section, including rules that establish:
               (1)  additional eligibility criteria for grant
  applicants;
               (2)  grant application procedures;
               (3)  guidelines relating to grant amounts;
               (4)  procedures for evaluating grant applications; and
               (5)  procedures for monitoring the use of a grant
  awarded under this section and ensuring compliance with any
  conditions of a grant.
         SECTION 2.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution. If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2023.
