A BILL TO BE ENTITLED
 
AN ACT
  relating to training for members of the governing body of a rural
  hospital.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter A, Chapter 241, Health and Safety
  Code, is amended by adding Section 241.012 to read as follows:
         Sec. 241.012.  TRAINING FOR GOVERNING BODY OF RURAL
  HOSPITAL. (a)  In this section, "rural hospital" means a hospital
  licensed under this chapter that is:
               (1)  located in a county with a population of less than
  60,000; or
               (2)  designated by the Centers for Medicare and
  Medicaid Services as a critical access hospital, rural referral
  center, or sole community hospital and is not located in an area
  defined by the United States Office of Management and Budget as a
  metropolitan statistical area.
         (b)  A rural hospital shall provide to a member of the
  hospital's governing body, on the member's request, an education
  and training course on the governing body's powers and duties and
  other appropriate topics.
         (c)  The course provided under Subsection (b) must be:
               (1)  developed using requirements and standards
  determined by the Center for Optimizing Rural Health of the Texas
  A&M Rural and Community Health Institute or a successor
  organization;
               (2)  provided at no cost to the requesting member; and
               (3)  available in an electronic format.
         SECTION 2.  This Act takes effect September 1, 2021.
