A BILL TO BE ENTITLED
 
AN ACT
  relating to the citizenship status of and the form of birth
  certificates for certain children born in this state.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  The Government Code is amended by adding Title 13
  to read as follows:
  TITLE 13.  CITIZENSHIP
  CHAPTER 5001.  CITIZENSHIP OF CHILD BORN IN THIS STATE
         Sec. 5001.001.  CITIZENSHIP STATUS OF CERTAIN CHILDREN.
  Notwithstanding any other law, a child born in this state is not
  considered a United States citizen and may not be granted status as
  a citizen in this state if neither of the child's parents are
  citizens of the United States.
         SECTION 2.  Section 192.002, Health and Safety Code, is
  amended by adding Subsection (c-1) to read as follows:
         (c-1)  The form must include a space for recording the
  citizenship status of the mother and father.
         SECTION 3.  This Act takes effect September 1, 2023.
