BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
SECTION 1. Section 12.051, Utilities Code, is amended to | ||
read as follows: | ||
Section 12.051. APPOINTMENT; TERM. (a) The commission is | ||
composed of five [ |

with the advice and consent of the senate. | ||
(b) The members shall be appointed to reflect the diverse | ||
geographic regions and population groups of the state. One member | ||
must reside in a rural area and be a registered voter of a county | ||
with a population of less than 150,000. | ||

without regard to the race, color, disability, sex, religion, age, | ||
or national origin of the appointee. | ||
(d) [ |
||
with the terms of one or two members expiring every two years. | ||
SECTION 2. Promptly after this Act takes effect, the | ||
governor shall appoint two additional members to the Public Utility | ||
Commission of Texas. Of those members, the governor shall | ||
designate one to serve a term expiring September 1, 2025, and one to | ||
serve a term expiring September 1, 2027. | ||
SECTION 3. This Act takes effect September 1, 2021. |
