| before the Texas Commission on Environmental Quality. | ||
| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
| SECTION 1. Section 2003.047, Government Code, is amended by | ||
| adding Subsection (d-1) to read as follows: | ||
| (d-1) A contested case hearing under this section shall be | ||
| conducted in the house district in which the facility or proposed | ||
| facility for which the permit or permit amendment under | ||
| consideration in the contested case hearing is located. | ||
| SECTION 2. The change in law made by this Act does not apply | ||
| to a contested case hearing conducted by the State Office of | ||
| Administrative Hearings under Section 2003.047, Government Code, | ||
| as amended by this Act, for which the location of the hearing was | ||
| determined before the effective date of this Act. | ||
| SECTION 3. This Act takes effect September 1, 2019. | ||
