Bill Title: As enacted, removes the prohibition on the re-issuance of a plate that has been deemed obsolete, or the issuance of a plate substantially similar in appearance or content, for a period of three years beginning on the date the plate was deemed obsolete and invalid. - Amends TCA Title 4; Title 54; Title 55 and Title 67.
