Bill Title: As enacted, allows criminal court or district attorney to convert a defendant's unpaid fines, costs, and litigation taxes at time of sentence expiration to civil judgment; requires the administrative office of the courts to study the feasibility of implementing a system whereby indigent criminal defendants may satisfy outstanding court costs, fines and litigation taxes by performing community service work. - Amends TCA Title 40.
