Bill Title: As enacted, adds all trained phlebotomists who are either operating under a hospital protocol, have completed phlebotomy training through an educational entity providing such training, or have been properly trained by a current or former employer to draw blood to the list of persons who are authorized to draw blood at the written request of a law enforcement officer for the purpose of determining whether a suspect has committed DUI; extends the same civil immunity and chain of custody requirements that apply under present law to persons who are authorized to perform blood draws on DUI suspects to all such trained phlebotomists. - Amends TCA Title 55, Chapter 10.
