Bill Title: As introduced, authorizes a pilot program to terminate on January 1, 2030, which allows the department to make grants and loans to governmental entities for financing food desert relief enterprises in low-income, underserved areas; deposits the revenue generated by a certain percentage of the food sales tax rate levied on retail sales of sugar-sweetened beverages to a special fund for financing the grants and loans. - Amends TCA Title 4, Chapter 3; Title 67, Chapter 4 and Title 67, Chapter 6.
