Summary

As introduced, expands the requirements for recovery of reasonable expenses and attorney's fees by a party issued a notice of violation by an agency in a contested case hearing to include both that the party prevailed on the merits of all allegations in the notice and that the agency issued the notice to harass, cause unnecessary delay, or cause needless expense to the party. - Amends TCA Section 4-5-325 and Section 63-1-144.
