Summary

As introduced, establishes a verdict of guilty but mentally ill that may be imposed by the trier of fact if, at the time of the commission of the act constituting a criminal offense, the defendant had the ability to appreciate the nature or wrongfulness of the defendant's act, but because of mental disease or defect the defendant lacked sufficient capacity to conform his conduct to the requirements of the law. - Amends TCA Title 33; Title 37; Title 39; Title 40 and Title 41.
