As introduced, changes from $50,000 to $100,000 the minimum tangible net worth required for an applicant to qualify for a flex loan license; changes from 10 percent to 20 percent the level shareholder whose competence, experience, integrity, and financial ability the commissioner of financial institutions, or the commissioner's designee, may review to determine an applicant's fitness for licensure. - Amends TCA Title 45, Chapter 12; Title 45, Chapter 18 and Title 45, Chapter 5.
