Summary

As introduced, requires, if the appropriations act fails to make sufficient provisions to pay principal of, premium and interest on bonds, notes or revenue notes on state debt, or, at the time such principal, premium or interest is payable sufficient moneys are unavailable for such payment, that a sufficient sum be set apart from the first revenues thereafter received to be applied to such purposes. - Amends TCA Title 9, Chapter 9.
