Summary
As introduced, subject to local approval, establishes that all municipal employees will have "at-will" employment status; removes provision that requires the mayor to serve as a substitute municipal judge; removes provision that allows a municipal court to incarcerate someone for failing to pay certain court fines and costs. - Amends Chapter 96 of the Private Acts of 1991; as amended.
