As enacted, requires secure detention facilities, correctional facilities, youth development centers, and other hardware secure facilities that contract with the department, that are housing juveniles to immediately report any security breach to the department and local law enforcement; requires the department to include information on escapes, attempted escapes, security breaches, or attempted security breaches in the previous calendar year in the department's annual report. - Amends TCA Title 37 and Title 39.
