A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 38-77-146 SO AS TO PROVIDE THAT A VOLUNTEER LICENSED DRIVER OF A MOTOR VEHICLE TRANSPORTING A PHYSICALLY OR MENTALLY DISABLED PERSON IS NOT LIABLE FOR MONETARY DAMAGES OVER THE POLICY LIMITS COVERING THE DRIVER, EXCEPT IN THE CASE OF GROSS NEGLIGENCE.
