A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 23-1-245 SO AS TO PROVIDE THAT LAW ENFORCEMENT OFFICIALS WITH APPROPRIATE JURISDICTION MAY NOT CHARGE A CIVIC CLUB WITH A STATEWIDE OR NATIONAL AFFILIATION, A CHURCH, OR A SCHOOL OR SCHOOL-SPONSORING ORGANIZATION CONDUCTING A RAFFLE FOR THE BENEFIT OF THE ORGANIZATION WITH A VIOLATION OF LAW, BUT INSTEAD SHALL INFORM THE ORGANIZATION THAT THE CONDUCT OF A RAFFLE VIOLATES STATE LAW, AND TO PROVIDE FOR CERTAIN CONDITIONS AND LIMITATIONS FOR THIS PROVISION TO APPLY.

Provide That Law Enforcement Officials With Appropriate Jurisdiction May Not Charge A Civic Club With A Statewide Or National Affiliation, A Church, Or A School Or School-sponsoring Organization Conducting A Raffle For The Benefit Of The Organization With A Violation Of Law, But Instead Shall Inform The Organization That The Conduct Of A Raffle Violates State Law, And To Provide For Certain Conditions And Limitations For This Provision To Apply.
