A RESOLUTION

Designating December 3, 2012, as "International Day of Persons

2

with Disabilities" in Pennsylvania.

WHEREAS, More than one billion people, or approximately 15%

4

of the world's population, live with some form of disability;

5

and

6

WHEREAS, Persons with disabilities, "the world's largest

7

minority," often face barriers to participation in all aspects

8

of society; and

9

WHEREAS, Barriers can take a variety of forms, including

10

those relating to the physical environment or to information and

11

communications technology (ICT), or those resulting from

12

legislation or policy or from societal attitudes or

13

discrimination; and

14

WHEREAS, The result of these barriers is that persons with

15

disabilities do not have equal access to society or services,

16

including education, employment, health care, transportation,

17

political participation or justice; and

WHEREAS, The commemoration of "International Day of Persons

2

with Disabilities" (IDPD) in 2012 provides an opportunity to

3

address this exclusion by focusing on promoting accessibility

4

and removing all types of barriers in society; and

5

WHEREAS, The main theme of IDPD 2012 is "Removing barriers to

6

create an inclusive and accessible society for all"; therefore

7

RESOLVED, That the Senate designate December 3, 2012, as

9

"International Day of Persons with Disabilities" in

10

Pennsylvania.
