A RESOLUTION

Designating March 3, 2010, as "Spread the Word to End the Word

Day" in Pennsylvania.

WHEREAS, Individuals with mental retardation and other

4

intellectual and developmental disabilities have unique gifts

5

and talents to share with their families, friends and

6

communities; and

7

WHEREAS, People with intellectual and developmental

8

disabilities enjoy sharing life experiences, such as listening

9

to music, playing video games, watching the latest movies and

10

having fun, as well as working together toward athletic

11

excellence, mutually enriching one-to-one friendships and

12

contributing to society in many ways; and

13

WHEREAS, Up to 3% of the world's population, 200 million

14

people, have intellectual disabilities, the largest disability

15

population in the world; and

WHEREAS, The demeaning use of the words "retard" or

2

"retarded," also known as the "R-words," are common taunts used

3

to make fun of others, with the word often unwittingly used to

4

denote behavior that is clumsy, hapless and even hopeless, but

5

whether intentional or not, the word conjures up a painful

6

stereotype of people with intellectual and developmental

7

disabilities; and

8

WHEREAS, Pennsylvanians can help eliminate the demeaning use

9

of these words from today's popular youth vernacular, creating a

10

more accepting world for people with intellectual and

11

developmental disabilities and recognizing that these

12

individuals have unique gifts and talents to share; and

13

WHEREAS, Young people can raise awareness of the dehumanizing

14

and hurtful effects of the words "retard" or "retarded," also

15

known as the "R-words," encouraging others to think before they

16

speak; therefore be it

17

RESOLVED, That the House of Representatives designate March

18

3, 2010, as "Spread the Word to End the Word Day" in

19

Pennsylvania and encourage all citizens to work within their

20

communities to eliminate the use of "retard" and "retarded" and

21

increase awareness, understanding and respect for individuals

22

with intellectual and developmental disabilities.
