A CONCURRENT RESOLUTION

Establishing a center for government innovation, to be

2

identified as the Pennsylvania 4.0 Team, comprised of public

3

and private sector leaders of this Commonwealth to assess the

4

operation of State agencies and the administration of State

5

programs with a focus on evaluating and potentially

6

restructuring how services are delivered, identifying

7

innovative cost savings, improving customer service,

8

streamlining government operations, redirecting as

9

appropriate functions and job creation opportunities to the

10

private sector and transitioning the Commonwealth into a more

11

fiscally sustainable structure of government.

WHEREAS, The current economic conditions have reduced

13

revenues coming into Commonwealth coffers; and

14

WHEREAS, The current economic conditions have similarly

15

affected households in this Commonwealth; and

16

WHEREAS, Many Pennsylvania families are faced with

17

maintaining a household, putting food on the table, paying bills

18

and preparing for the future with a reduced income due to

19

unemployment, underemployment and wage stagnation; and

20

WHEREAS, Likewise, the Commonwealth must provide State

services, meet its financial obligations and prepare for the

2

future with reduced revenues; and

3

WHEREAS, All State officials, executive, legislative and

4

judicial, have a fiduciary responsibility to taxpayers for State

5

government to operate in the most efficient and effective

6

manner, and to provide a better return on their hard-earned tax

7

dollars; and

8

WHEREAS, Citizens generally desire government to be smaller,

9

more modest in its ambitions and competent in its implementation

10

of services; and

11

WHEREAS, The Commonwealth's revenue shortfalls have caused

12

many State officials to seek new ways to work with existing

13

funds; and

14

WHEREAS, Over the past several years, specific proposals for

15

containing and cutting costs, eliminating fraud in government

16

programs and finding new sources of revenue have been explored

17

by members of the General Assembly in the context of budget

18

preparations and negotiations; and

19

WHEREAS, There should be an organized bipartisan effort to

20

determine ways in which government can be made more efficient

21

and effective; therefore be it

22

RESOLVED (the Senate concurring), That the House of

23

Representatives establish the Pennsylvania 4.0 Team, which shall

24

be comprised of leaders from the public and private sectors and

25

be created to assess Commonwealth government operations using

26

the experience of other states and private enterprise in an

27

effort to propose changes that will reduce the cost, size and

28

scope of government; and be it further

29

RESOLVED, That the Pennsylvania 4.0 Team propose innovative

30

public management strategies through partnerships with public,

private and philanthropic entities; and be it further

2

RESOLVED, That the Pennsylvania 4.0 Team serve as a resource

3

to State agencies for transforming their operations; and be it

4

further

5

RESOLVED, That the Pennsylvania 4.0 Team recommendations

6

include those which:

7

(1)  Reduce costs.

8

(2)  Increase efficiency.

9

(3)  Increase effectiveness.

10

(4)  Consolidate like functions.

11

(5)  Eliminate fraud and waste.

12

(6)  Streamline government operations.

13

(7)  Redirect functions and job creation opportunities to

14

the private sector.

15

(8)  Eliminate functions as necessary.

16

(9)  Identify other structural and cultural changes

17

needed to transform Commonwealth operations into a more

18

fiscally sustainable structure of government;

19

and be it further

20

RESOLVED, That the Pennsylvania 4.0 Team Governance Board

21

shall be comprised of the following members:

22

(1)  Five members to be appointed by the Governor, with

23

at least three appointments being members of the general

24

public and with one of the public members to be appointed as

25

chairman.

26

(2)  Four members to be appointed by the Majority Leader

27

of the Senate, with no more than two members being

28

governmental officials or employees and with one member to be

29

appointed as vice chairman.

(3)  Four members to be appointed by the Majority Leader

of the House of Representatives, with no more than two

2

members being governmental officials or employees and with

3

one member to be appointed as vice chairman.

(4)  Two Three members to be appointed by the Minority

Leader of the Senate, with no more than one member being a

6

governmental official or employee.

(5)  Two Three members to be appointed by the Minority

Leader of the House of Representatives, with no more than one

9

member being a governmental official or employee;

and be it further

11

RESOLVED, That these appointments shall be made within 30

12

days of the approval of this resolution by the Senate and the

13

House of Representatives; and be it further

14

RESOLVED, That the Pennsylvania 4.0 Team shall seek private

15

funding, provide quarterly progress updates and submit annually

16

a report of its findings and recommendations to the Governor and

17

the General Assembly by January 15, 2012, for fiscal year

18

2011-2012 and by November 30, 2012, for fiscal year 2012-2013;

19

and be it further

20

RESOLVED, That the Pennsylvania 4.0 Team shall work in

21

cooperation with Team PA Foundation, a public/private

22

partnership and 501(c)(3) corporation not-for-profit that

23

operates independent of the Commonwealth, focused on business

24

growth, education/workforce development and government

25

efficiency initiatives; and be it further

26

RESOLVED, That this resolution expire and the Pennsylvania

27

4.0 Team cease to exist November 30, 2012.
