A RESOLUTION

Requesting the Legislative Budget and Finance Committee to study

2

county human services program mandate relief.

3

WHEREAS, County human services agencies require cost

4

containment and mandate relief options; and

5

WHEREAS, With limited funding options for unfunded or

6

underfunded costs of federally mandated or State-mandated human

7

service functions, counties face cutbacks, service disruptions

8

and shifting property tax rates; and

9

WHEREAS, County agencies require greater flexibility in

10

fulfilling their human services obligations; and

11

WHEREAS, These obligations include, but are not limited to,

12

voter registration assistance, school monitoring in certain

13

truancy and dependency cases and nursing home reporting as

14

required by the Department of Health, the Department of Aging,

15

the Pennsylvania State Police and area agencies on aging;

therefore be it

RESOLVED, That the Legislative Budget and Finance Committee

2

be requested to study county human services program mandate

3

relief; and be it further

4

RESOLVED, That the review of relevant required human services

5

functions include the utility of Child Welfare Needs-Based Plan

6

and Budget reporting costs in determining county funding levels;

7

and be it further

8

RESOLVED, That the review of relevant human services

9

functions include development of consolidated State auditing

10

functions where possible; and be it further

11

RESOLVED, That the review of relevant human services

12

functions consider compliance reporting form standardization;

13

and be it further

14

RESOLVED, That the review of relevant human services

15

administrative processes highlight burdensome processes which

16

may interfere with service delivery or increase costs while

17

conferring no benefit program recipients; and be it further

18

RESOLVED, That the review identify overly prescriptive human

19

services administrative requirements or those requirements which

20

have evolved without statutory or regulatory basis; and be it

21

further

22

RESOLVED, That the review include cost-benefit analysis of

23

compliance to the completion, review and approval of forms

24

associated with the Office of Children, Youth and Families

25

Bulletin No. 3170 relating to out-of-home placement services-

26

contract documentation since these increase costs for providers

27

and counties, subsequently reducing the amount of available

28

funding for services; and be it further

29

RESOLVED, That the review determine costs of Federal and

30

State reporting by county nursing homes in cases of alleged

abuse, neglect or misappropriation; and be it further

2

RESOLVED, That the review identify potential cost savings of

3

standardizing the reporting of cases of alleged abuse, neglect

4

or misappropriation by county nursing homes; and be it further

5

RESOLVED, That the review highlight savings through

6

consolidation or repeal of required human services functions,

7

including income and expense reporting and implementation of

8

cross-systems planning; and be it further

9

RESOLVED, That, in its review, the committee consult with

10

county commissioners, county program administrators, service

11

providers, recipients, advocates and other stakeholders; and be

12

it further

13

RESOLVED, That the committee develop specific recommendations

14

for mandate waivers or alterations; and be it further

15

RESOLVED, That the committee report its findings to the House

16

of Representatives within one year of the adoption of this

17

resolution.
