| AN ACT |
| |
1 | Providing for a moratorium on certain public service |
2 | announcements and for a study by the Pennsylvania Public |
3 | Television Network Commission. |
4 | The General Assembly of the Commonwealth of Pennsylvania |
5 | hereby enacts as follows: |
6 | Section 1. Short title. |
7 | This act shall be known and may be cited as the Legislative |
8 | Public Service Announcement Moratorium and Study Act. |
9 | Section 2. Definitions. |
10 | The following words and phrases when used in this act shall |
11 | have the meanings given to them in this section unless the |
12 | context clearly indicates otherwise: |
13 | "Commission." The Pennsylvania Public Television Network |
14 | Commission. |
15 | "Public service announcement." A noncommercial advertisement |
16 | that has as its purpose the promotion of public awareness about |
17 | a specific issue of public concern and that is broadcast by |

1 | radio or television without charge by the operator broadcasting |
2 | the advertisement. |
3 | Section 3. Moratorium. |
4 | No member of the General Assembly may produce and submit for |
5 | broadcast a public service announcement until on or after |
6 | December 1, 2010. |
7 | Section 4. Study by commission. |
8 | The commission shall conduct a study to determine whether the |
9 | access by members of the general public to Commonwealth services |
10 | was impacted by the absence of public service announcements |
11 | during the period during which the public service announcements |
12 | were prohibited under section 3. The study shall be prepared and |
13 | filed in writing with the General Assembly no later than |
14 | November 30, 2011. |
15 | Section 5. Effective date. |
16 | This act shall take effect in 60 days. |
