76th OREGON LEGISLATIVE ASSEMBLY--2011 Regular Session Enrolled Senate Concurrent Resolution 9 Sponsored by Senator NELSON; Representatives JENSON, G SMITH Whereas Jay Minthorn was born in Pendleton, Oregon, on April 22, 1936, and passed away on November 22, 2010; and Whereas Jay Minthorn, after high school, worked as a fisherman at Celilo Falls, was a smokejumper and then a logger; and Whereas Jay Minthorn was respected across Indian country, especially in the Northwest, where he was known in state and tribal government circles as a tireless worker promoting good state-tribal relationships and bringing divergent sides together; and Whereas Jay Minthorn was a statesman in his resolute defense of tribal treaty-reserved natural resources and his steadfast commitment to longhouse tradition; and Whereas Jay Minthorn was a true warrior for tribal issues, serving the tribes of the Columbia Basin with quiet determination and earning the respect of those who worked with him; and Whereas Jay Minthorn was elected in 1986 to the Board of Trustees for the Confederated Tribes of the Umatilla Indian Reservation, where he served for 20 years, including on the tribes' Fish and Wildlife Commission and Cultural Resource Committee; and Whereas Jay Minthorn was the Confederated Tribes of the Umatilla Indian Reservation representative for 22 years on the Columbia River Inter-Tribal Fish Commission and was the chairman of the Oregon Legislative Commission on Indian Services for 12 years; and Whereas during Jay Minthorn's service on the Commission on Indian Services he understood his responsibility to make the needs and concerns of the American Indian people in Oregon known to public and private agencies whose activities affect Indians; and Whereas Jay Minthorn will be remembered for many things, including taking care of his family by teaching them to hunt and fish; and Whereas Jay Minthorn was a great listener, both listening to and learning from tribal elders; and Whereas in his younger years, Jay Minthorn was known for his athletic skills, enjoying games and playing baseball; and Whereas Jay Minthorn had a calm, controlled demeanor, endearing sense of humor and a special storytelling ability, often invoked in his stories about fishing at Celilo Falls; and Whereas Jay Minthorn was well known for his meticulously handwritten notes and legendary ability to recall dates and times for events, discussion and decision-making; and Whereas Jay Minthorn was a relentless teacher who never missed an opportunity to convey cultural information or teach the meaning of Indian treaties; now, therefore, Be It Resolved by the Legislative Assembly of the State of Oregon: Enrolled Senate Concurrent Resolution 9 (SCR 9-INTRO) Page 1 That we, the members of the Seventy-sixth Legislative Assembly, recognize the contributions of Jay Minthorn to all Oregon Indian tribes and express our condolences to his children and grandchildren. ---------- Adopted by Senate April 14, 2011 ---------------------------------- Robert Taylor, Secretary of Senate ---------------------------------- Peter Courtney, President of Senate Adopted by House May 25, 2011 ---------------------------------- Bruce Hanna, Speaker of House ---------------------------------- Arnie Roblan, Speaker of House Enrolled Senate Concurrent Resolution 9 (SCR 9-INTRO) Page 2
