                             SUMMARY

The following summary is not prepared by the sponsors of the

consideration by the Legislative Assembly. It is an editor's
brief statement of the essential features of the measure as
introduced.

  Requires state agencies to perform certain actions related to
sustainability. Creates Interagency Sustainability Network.

                        A BILL FOR AN ACT
Relating to sustainability; creating new provisions; and amending
  ORS 276.094.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + (1) As used in this section and section 2 of
this 2011 Act:
  (a) 'State agency' means any state board, commission or
department, except those in the legislative and judicial
branches; and
  (b) 'Sustainability' has the meaning given that term in ORS
184.421.
  (2) To carry out the goals related to sustainability listed in
ORS 184.423, each state agency shall:
  (a) Review the rules and policies adopted by the state agency
and revise those rules and policies to ensure a consistent
approach to sustainable practices;
  (b) Encourage and promote the education of state officers,
state employees and the public about the resource and cost
savings potential of sustainable operations;
  (c) Develop and annually update a plan to achieve the goals
listed in ORS 184.423;
  (d) Devise and implement corrective measures for activities
that are not sustainable;
  (e) Appoint an officer to oversee and coordinate activities
that are related to achieving the goals listed in ORS 184.423;
and
  (f) Create and maintain a Green Team Program by which employees
of the state agency may voluntarily organize for the purpose of
participating in activities related to sustainability.
  (3) An officer appointed under this section shall:
  (a) Coordinate efforts to implement the state agency's plan
developed pursuant to subsection (2)(c) of this section;
  (b) Coordinate efforts to implement a Green Team Program, as
described in section (2)(f) of this section; and
  (c) If the state agency that appointed the officer is a member
agency of the Interagency Sustainability Network created in
section 2 of this 2011 Act, coordinate with other member agencies
in developing new approaches to sustainability.
  (4) A state agency shall submit a plan developed or updated
pursuant to subsection (2)(c) of this section to the Oregon
Department of Administrative Services.
  (5) In carrying out this section, a state agency may seek input
from the department or the Sustainability Board. + }
  SECTION 2.  { + (1) There is created the Interagency
Sustainability Network, consisting of the following member
agencies:
  (a) The Oregon Department of Administrative Services;
  (b) The Oregon Business Development Department;
  (c) The State Department of Agriculture;
  (d) The Department of Environmental Quality;
  (e) The Department of Land Conservation and Development;
  (f) The State Department of Energy;
  (g) The Department of Transportation; and
  (h) Any other state agency designated by the Governor as a
member agency.
  (2) The network shall:
  (a) Share information with and circulate plans developed
pursuant to section 1 of this 2011 Act among other member
agencies; and
  (b) Coordinate with other member agencies in developing new
approaches to sustainability. + }
  SECTION 3. ORS 276.094 is amended to read:
  276.094. The Legislative Assembly recognizes the responsibility
of the state to promote more efficient use of the state's
construction resources, to foster the preservation of buildings
of historical, architectural or cultural significance and to
enhance the social and economic environment within and
surrounding state buildings. State buildings are to reflect the
highest standards of the environmental design arts  { + and
sustainable operations + } and are to contribute to the citizen's
image of accessibility and responsiveness of government.
