                             SUMMARY

The following summary is not prepared by the sponsors of the
measure and is not a part of the body thereof subject to
consideration by the Legislative Assembly. It is an editor's
brief statement of the essential features of the measure as
introduced.

  Directs Oregon Health Authority to convene work group to
perform critical review of statute and rules relating to
establishment of publicly funded post-secondary programs and
report to interim legislative committee on or before June 30,
2012.
  Declares emergency, effective on passage.

                        A BILL FOR AN ACT
Relating to publicly funded post-secondary programs; and
  declaring an emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + (1) The Oregon Health Authority, in
collaboration with the Department of Community Colleges and
Workforce Development, shall convene a work group to perform a
critical review of the provisions of ORS 348.603 and related
administrative rules. The authority shall appoint at least five
members to the work group, including but not limited to:
  (a) A representative of the Office of Degree Authorization
created in ORS 348.599.
  (b) A representative of a public education institution offering
health care professional training.
  (c) A representative of an independent or proprietary
educational institution offering health care professional
training.
  (d) An employer of health care professionals.
  (e) A representative of the Health Care Workforce Committee
established in ORS 413.017.
  (2) The work group shall recommend statutory and administrative
rule changes as necessary to ensure that authorization of degree
and nondegree training programs and locations allows Oregon to
align the supply of health care professionals with workforce
demand.
  (3) The work group shall deliver the recommendations developed
under subsection (2) of this section to the Oregon Health Policy
Board established in ORS 413.006.
  (4) The Oregon Student Assistance Commission may adopt
administrative rules recommended by the work group and approved
by the Oregon Health Policy Board.
  SECTION 2. The Oregon Health Authority shall report on the
progress of the review required under section 1 of this 2011 Act
to an interim legislative committee related to health on or
before June 30, 2012. + }
  SECTION 3.  { + Section 2 of this 2011 Act is repealed on
January 1, 2013. + }
  SECTION 4.  { + This 2011 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2011 Act takes effect on its
passage. + }
