It is an editor's brief statement of the essential features of the measure as introduced. Creates Task Force on Mental Health and Addiction Services for Underserved Populations. Sunsets task force on date of convening of 2013 regular session of Legislative Assembly. Declares emergency, effective on passage. A BILL FOR AN ACT Relating to a Task Force on Mental Health and Addiction Services for Underserved Populations; and declaring an emergency. Be It Enacted by the People of the State of Oregon: SECTION 1. { + (1) There is created the Task Force on Mental Health and Addiction Services for Underserved Populations consisting of 24 members appointed as follows: (a) The President of the Senate shall appoint two members from among members of the Senate. (b) The Speaker of the House of Representatives shall appoint two members from among members of the House of Representatives. (c) The Governor shall appoint 20 members as follows: (A) Two representatives of the Department of Human Services who are experienced with community-based issues, services and programs related to seniors and persons with disabilities; (B) Two representatives of the Oregon Health Authority who are experienced with community-based issues, services and programs related to mental health and addiction services; (C) Two representatives of area agencies on aging; (D) Three representatives of county mental health programs, including one program consumer or one family member of a consumer; (E) Two persons who are providers of mental health and addiction services; (F) Two persons from the Office of Multicultural Health and Services in the Oregon Health Authority; (G) One person who is a consumer of services provided by the Oregon Health Authority; (H) One person who is a consumer of services provided by the Department of Human Services; (I) Four persons representing advocacy or consumer organizations that act on behalf of seniors, persons with disabilities or racial and ethnic populations; and (J) One representative of an organization providing advocacy on behalf of persons with mental health needs. (2) The task force shall develop a plan for a comprehensive, integrated system of mental health and addiction services for seniors, persons with disabilities and persons in underserved racial or ethnic communities. (3) The task force may: (a) Study, assess and recommend programs and projects, including pilot projects, to encourage coordinated efforts at the state and local levels to improve the state's mental health and addiction services delivery system; (b) Develop recommendations for appropriate and adequate screening of mental health and addiction needs in community settings; (c) Assess and make recommendations concerning the treatment of offenders with mental illnesses; and (d) Undertake any other strategy designed to increase and improve mental health and addiction services for seniors, persons with disabilities and persons in underserved racial or ethnic communities. (4) A majority of the members of the task force constitutes a quorum for the transaction of business. (5) Official action by the task force requires the approval of a majority of the members of the task force. (6) The task force shall elect one of its members to serve as chairperson. (7) If there is a vacancy for any cause, the appointing authority shall make an appointment to become immediately effective. (8) The task force shall meet at times and places specified by the call of the chairperson or of a majority of the members of the task force. (9) The task force may adopt rules necessary for the operation of the task force. (10) The task force shall submit a report, and may include recommendations for legislation, to an interim committee related to human services no later than October 1, 2012. (11) The Oregon Health Authority shall provide staff support to the task force. (12) All agencies of state government, as defined in ORS 174.111, are directed to assist the task force in the performance of its duties and, to the extent permitted by laws relating to confidentiality, to furnish such information and advice as the members of the task force consider necessary to perform their duties. + } SECTION 2. { + Section 1 of this 2011 Act is repealed on the date of the convening of the 2013 regular session of the Legislative Assembly as specified in ORS 171.010. + } SECTION 3. { + This 2011 Act being necessary for the immediate preservation of the public peace, health and safety, an emergency is declared to exist, and this 2011 Act takes effect on its passage. + } ----------
