                             SUMMARY

The following summary is not prepared by the sponsors of the
measure and is not a part of the body thereof subject to
consideration by the Legislative Assembly. It is an editor's
brief statement of the essential features of the measure as
introduced.

  Adopts new state flag.

                        A BILL FOR AN ACT
Relating to the state flag; amending ORS 186.010.
  Whereas the current state flag of the State of Oregon was
adopted in 1925, nearly 90 years ago; and
  Whereas it is important that the state flag reflect the unique
character of this state and the people who inhabit it; and
  Whereas because flags are often displayed outdoors, they should
be recognizable from a distance; and
  Whereas the current state flag features a design similar to the
design of nearly 20 other state flags; and
  Whereas the design of the current state flag features the
escutcheon from the state seal, an intricate symbol designed to
be difficult to duplicate and for use on official documents of
the state; and
  Whereas a flag with a bright, bold design and distinctive
colors and symbols would be more memorable than the current state
flag; and
  Whereas elements of the current state flag can be incorporated
into a new flag to preserve historically significant state colors
and symbols; and
  Whereas a flag that reflects the unique character of this state
can stir up feelings of pride and unity in the people it
represents; now, therefore,
Be It Enacted by the People of the State of Oregon:
  SECTION 1. ORS 186.010 is amended to read:
  186.010. (1) A state flag is adopted to be used on all
occasions when the state is officially and publicly represented,
with the privilege of use by all citizens upon such occasions as
may be fitting and appropriate.   { - It shall bear on one side
on a navy blue field the state escutcheon in gold, supported by
33 gold stars and bearing above the escutcheon the words 'State
of Oregon' in gold and below the escutcheon the figures '1859' in
gold, and on the other side on a navy blue field a representation
of the beaver in gold. - }  { +  The flag shall feature a
vertical bicolor split with a navy blue field at the hoist and a
gold field at the fly. In the canton the flag shall bear a
representation of the beaver, in gold, facing the hoist. On the
fly the flag shall bear a vertical stripe in navy blue, and a
white star shall be centered at the vertical halfway point of the
stripe. The obverse and reverse of the flag shall be mirror
images of each other.
  (2) Any flag bearing the design of a formerly adopted state
flag shall continue as a state flag. + }

Oregon are navy blue and gold.
