77th OREGON LEGISLATIVE ASSEMBLY--2013 Regular Session Enrolled House Concurrent Resolution 9 Sponsored by Representative FREDERICK; Representatives BAILEY, BOONE, DEMBROW, DOHERTY, HOYLE, KENY-GUYER, WITT (Presession filed.) Whereas Harold Williams was a business leader in Oregon, serving as president of CH2A and Associates, Inc., as president of the Portland-based African American Chamber of Commerce of Oregon and as a consultant to the Portland Development Commission in their efforts to expand contracts for minority- and woman-owned businesses; and Whereas Harold Williams was a community leader, dedicating thousands of hours of service to civic, religious and cultural activities, including service on the board of directors of St. Mary's Home for Boys and on the advisory board for the Oregon Convention and Visitor Services Network; and Whereas Harold Williams was presented with the Portland Jaycees Man of the Year Award and named in Jet Magazine, a national publication, for Outstanding Achievement in Human Services; and Whereas Harold Williams was a pioneer in the African-American community, serving as chairperson of the Coalition of Black Men and chairperson of the Youth Committee of the National Association for the Advancement of Colored People and as an active voice within the Black Leadership Conference and the Urban League; and Whereas Harold Williams committed his life to the pursuit of social justice, serving as Director of Affirmative Action and Equal Opportunity Coordinator to Governor Robert Straub, as the Labor Relations Manager for the executive branch of the State of Oregon and as a consultant to the Oregon Youth Authority; and Whereas Harold Williams was a nationally recognized public speaker and host of 'People with Harold Williams,' a television program that aired on KGW-TV in the 1970s; and Whereas Harold Williams was dedicated to education, receiving his bachelor's and master's degrees from Portland State University, serving as director of the Learning Center at Portland State University and teaching and mentoring students at Linfield College; and Whereas Harold Williams expressed his passion and commitment to public post-secondary education through his three decades of service, having been elected to serve six terms on the board of directors of Portland Community College and leading the charge to bring community college educational opportunities to north and northeast Portland, as well as promoting programs such as the Success Academy, through which spiritual and cultural leaders assist Portland Community College students who have been involved in the juvenile justice system; and Whereas Harold Williams' life is embodied in his favorite quote, attributed to William Barclay: 'Always give without remembering; always receive without forgetting'; and Whereas Harold Williams passed away on July 1, 2012, leaving many family members whose lives he touched, including three children, his father, his stepfather, six siblings, three Enrolled House Concurrent Resolution 9 (HCR 9-INTRO) Page 1 grandchildren, his companion and many nieces, nephews and cousins; now, therefore, Be It Resolved by the Legislative Assembly of the State of Oregon: That we, the members of the Seventy-seventh Legislative Assembly, recognize and express our appreciation for Harold Williams' outstanding service and numerous achievements throughout his life on behalf of community colleges, the community at large and the State of Oregon. ---------- Adopted by House March 4, 2013 ---------------------------------- Ramona J.
