                             SUMMARY

The following summary is not prepared by the sponsors of the

brief statement of the essential features of the measure as
introduced.

  Directs Oregon Department of Administrative Services to study
various methods of preventing disruption of trade resulting from
strikes at ports.
  Declares emergency, effective on passage.

                        A BILL FOR AN ACT
Relating to strikes; and declaring an emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + (1) The Oregon Department of Administrative
Services shall study various methods of preventing disruption of
trade resulting from strikes at ports, including the possibility
of requiring labor organizations to provide notice before
striking from employment at a port.
  (2) The department shall report to an appropriate committee or
interim committee of the Legislative Assembly on the results of
the study on or before September 1, 2014. + }
  SECTION 2.  { + This 2013 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2013 Act takes effect on its
passage. + }
