                             SUMMARY

The following summary is not prepared by the sponsors of the
measure and is not a part of the body thereof subject to
consideration by the Legislative Assembly. It is an editor's
brief statement of the essential features of the measure as
introduced.

  Directs district school boards to establish policy for
reporting of incidents that result in injury or death of student,
volunteer, visitor, teacher or other staff occurring on school
property.
  Declares emergency, effective on passage.

                        A BILL FOR AN ACT
Relating to school safety; and declaring an emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + (1) Each district school board shall establish
a policy for the reporting of all incidents that result in the
injury or death of a student, volunteer, visitor, teacher or
other staff occurring on school property. To the extent
practicable, the policy shall align with any existing reporting
requirements involving the reporting of incidents.
  (2) Each district school board shall annually submit to the
Department of Education a summary of all reports received under a
policy adopted as provided by subsection (1) of this section. The
summary shall identify:
  (a) The number of reports submitted during the calendar year
that were required by the district school board policy;
  (b) The number of reports submitted during the calendar year
that were required by ORS 656.265;
  (c) The number of injuries that were a compensable injury, as
defined in ORS 656.005, under the Workers' Compensation Law; and
  (d) The cause of the incident, as categorized based on rules
adopted by the State Board of Education, including whether the
incident was an accident or an intended action and whether
another person caused the incident.
  (3) For each summary requirement identified in subsection (2)
of this section, a school district shall provide:
  (a) Aggregated data for the school district and disaggregated
data based on each school of the school district, including
public charter schools; and
  (b) Aggregated data for all persons for whom a report was
submitted, and disaggregated data for each category of person for
whom a report was submitted, including students, volunteers,
visitors, teachers and other staff. + }
  SECTION 2.  { + Section 1 of this 2013 Act applies to incidents
occurring on or after July 1, 2013. + }

  SECTION 3.  { + This 2013 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2013 Act takes effect on
passage. + }
