77th OREGON LEGISLATIVE ASSEMBLY--2013 Regular Session HMRA to HB 2787 LC 1951/HB 2787-MR12 HOUSE MINORITY REPORT AMENDMENTS TO HOUSE BILL 2787 February 19 Speaker Kotek: A minority of your Committee on Higher Education and Workforce Development, to whom was referred House Bill 2787, having had the same under consideration, respectfully reports it back with the recommendation that it do pass with the following amendments: On page 1 of the printed bill, delete lines 18 through 21 and insert: ' (d) Shows intention to become a citizen or a lawful permanent resident of the United States by submitting to the public university the student attends or plans to attend: ' (A) A notarized copy of the student's application to become a citizen of the United States or an official copy of the student's application to register with a federal immigration program or federal deportation deferral program; and ' (B) Evidence that the student has applied for and acquired a federal individual taxpayer identification number or other official federal identification document.'. On page 2, delete lines 7 through 11 and insert: ' (d) For a student who is not already a citizen or lawful permanent resident of the United States, shows intention to become a citizen or a lawful permanent resident of the United States by submitting to the public university the student attends or plans to attend: ' (A) A notarized copy of the student's application to become a citizen of the United States or an official copy of the student's application to register with a federal immigration program or federal deportation deferral program; and ' (B) Evidence that the student has applied for and acquired a federal individual taxpayer identification number or other official federal identification document.'. After line 14, insert: ' (4) A student who has resided outside of Oregon for more than three years while serving in the Armed Forces of the United States, but who otherwise meets the requirements of subsection (1) or (2) of this section, shall qualify for exemption from nonresident tuition and fees for enrollment in a public university listed in ORS 352.002 without having to reestablish residency in Oregon. ' (5) A public university listed in ORS 352.002 may not grant admission status to a student exempted under this section that is greater than the admission status granted to Oregon residents who are citizens or lawful permanent residents of the United States. ' (6) Subsections (1) to (5) of this section apply only to students who are residents of the United States on the effective date of this 2013 Act.'. In line 15, delete '(4)' and insert '(7)'. After line 15, insert: ' (8) Not later than July 1 of each year, the Oregon University System shall report to the Legislative Assembly, for the preceding academic year: ' (a) The number of students that applied and were accepted into public universities under this section; and ' (b) The financial impact of this section on the Oregon University System.'. After line 34, insert: ' { + SECTION 5. + } { + Sections 1 to 4 of this 2013 Act are repealed on January 2, 2016. + } ' .
