Establishes Health Care for All Oregon Board to develop, implement and have oversight of Health Care for All Oregon Plan to be administered by Oregon Health Authority. Provides comprehensive health care coverage to all individuals residing or working in Oregon. Supplants coverage by private insurers for health services covered by plan. Authorizes Public Employees' Benefit Board and Oregon Educators Benefit Board to offer supplemental health benefit plans to employees. Requires public employees to be covered by Health Care for All Oregon Plan. Establishes Health Care for All Oregon Fund. Continuously appropriates moneys in fund to board. Establishes office of Health Care for All Oregon Ombudsman in Office of Governor. Requires board to establish Regional Planning Boards to oversee allocation of health resources in geographic regions prescribed by board. Requires approval by Regional Planning Board for addition, alteration or construction of health care facility except long term care facility. Transfers to Department of Human Services authority to approve certificate of need for long term care facility. Abolishes Oregon Health Insurance Exchange Corporation on January 1, 2018. Appropriates moneys from General Fund to Health Care for All Oregon Board for purposes of Health Care for All Oregon Plan. Declares emergency, effective on passage.
