BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:
Section 1. That section 317.06 of the Revised Code be enacted | 4 |
to read as follows: | 5 |
Sec. 317.06. (A) Each county recorder who is newly elected | 6 |
to a full term of office shall attend and successfully complete at | 7 |
least fifteen hours of continuing education courses during the | 8 |
first year of the recorder's term of office and complete at least | 9 |
another eight hours of such courses each year of the remaining | 10 |
term. Each county recorder who is elected to a subsequent term of | 11 |
office shall attend and successfully complete at least eight hours | 12 |
of such courses in each year of any subsequent term of office. To | 13 |
be counted toward the continuing education hours required by this | 14 |
section, a course must be approved by the Ohio recorders' | 15 |
association. Any county recorder who teaches an approved course | 16 |
shall be entitled to credit for the course in the same manner as | 17 |
if the county recorder had attended the course. | 18 |
The Ohio recorders' association shall record and, upon | 19 |
request, verify the completion of required course work for each | 20 |
county recorder and issue a statement to each county recorder of | 21 |
the number of hours of continuing education the county recorder | 22 |
has successfully completed. Each year the association shall send a | 23 |
list of the continuing education courses, and the number of hours | 24 |
each county recorder has successfully completed, to the auditor of | 25 |
state and shall provide a copy of this list to any other | 26 |
individual who requests it. | 27 |
The association shall issue a "failure to complete notice" to | 28 |
any county recorder required to complete continuing education | 29 |
courses under this section who fails to successfully complete at | 30 |
least fifteen hours of continuing education courses during the | 31 |
first year of the county recorder's first term of office or to | 32 |
complete a total of at least thirty-nine hours of such courses, | 33 |
including the fifteen hours completed in the first year of the | 34 |
first term, by the end of that term. The association shall issue a | 35 |
"failure to complete notice" to any county recorder required to | 36 |
complete continuing education courses under this section who fails | 37 |
to successfully complete at least eight hours of continuing | 38 |
education courses each year of any subsequent term of office or to | 39 |
complete a total of at least thirty-two hours of such courses, by | 40 |
the end of that subsequent term. This notice is for informational | 41 |
purposes only and does not affect any individual's ability to hold | 42 |
the office of county recorder. | 43 |
(B) Each board of county commissioners shall approve, from | 44 |
money appropriated to the county recorder, a reasonable amount | 45 |
requested by the county recorder of its county to cover the costs | 46 |
the county recorder must incur to meet the requirements of | 47 |
division (A) of this section, including registration fees, lodging | 48 |
and meal expenses, and travel expenses. | 49 |
