A BILL
To enact section 101.533 of the Revised Code to 1
require that an appropriations bill for education 2
agencies be enacted separately from and prior to 3
any other operating appropriations bills.4


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1. That section 101.533 of the Revised Code be 5
enacted to read as follows:6

       Sec. 101.533.  The main operating appropriations bill shall 7
not contain appropriations for the department of education, the 8
Ohio board of regents, or any other state agency established 9
solely to carry out functions related to primary or secondary 10
education or higher education. Appropriations for these agencies 11
shall be enacted in a separate bill prior to the enactment of the 12
main operating appropriations bill, appropriations bills for the 13
industrial commission and the bureau of workers' compensation, and 14
any other biennial operating appropriations bill.15
