To amend sections 5747.08, 5747.113, and 5747.98 and to enact sections 5502.53 and 5747.65 of the Revised Code to allow taxpayers to contribute a portion of their income tax refunds to community policing efforts and to grant a nonrefundable income tax credit for taxpayers who donate to community safety programs.
