        Introduced  by Sen. BRISPORT -- read twice and ordered printed, and when
          printed to be committed to the Committee on Rules

        AN ACT to amend the social services law, in relation to the focus of the
          child care availability taskforce; and to amend  chapter  493  of  the
          laws of 2017 amending the social services law relating to establishing
          a  child  care  availability  taskforce  to  evaluate the need for and
          availability of child care throughout the state, in  relation  to  the
          effectiveness thereof

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:

     1    Section 1. Paragraphs (a) and (b) of subdivision 3 of section 390-k of
     2  the social services law, as added by chapter 133 of the  laws  of  2022,
     3  are amended to read as follows:
     4    (a)  [examine the impact of the COVID-19 pandemic on child care in New
     5  York state] advise the state in ensuring adequate wages and compensation
     6  for child care workers;
     7    (b) advise the state in developing [an implementation] and  implement-
     8  ing  framework  leading  to  a phased-in rollout of universal child care
     9  using existing state and federal resources;
    10    § 2. Paragraph (a) of subdivision 4 of section  390-k  of  the  social
    11  services  law, as amended by chapter 797 of the laws of 2021, is amended
    12  to read as follows:
    13    (a) The taskforce shall report its interim  findings  and  recommenda-
    14  tions in accordance with subdivision three of this section to the gover-
    15  nor,  the  speaker  of  the  assembly and the temporary president of the
    16  senate no later than November first, two thousand  [twenty-two]  twenty-
    17  five  and  its final findings and recommendations no later than December
    18  thirty-first, two thousand [twenty-three] twenty-six.
    19    § 3. Section 2 of chapter 493 of the laws of 2017 amending the  social
    20  services  law  relating  to establishing a child care availability task-
    21  force to evaluate the need for and availability of child care throughout
    22  the state, as amended by chapter 797 of the laws of 2021, is amended  to
    23  read as follows:

     1    §  2. This act shall take effect immediately and shall expire December
     2  31, [2024] 2027 when upon such date the provisions of this act shall  be
     3  deemed repealed.
     4    §  4.  This act shall take effect immediately; provided, however, that
     5  the amendments to section 390-k of  the  social  services  law  made  by
     6  sections  one  and  two  of this act shall not affect the repeal of such
     7  section and shall be deemed repealed therewith.
