STATE OF NEW YORK ________________________________________________________________________ 9436 IN SENATE May 15, 2024 ___________ Introduced by Sen. COONEY -- read twice and ordered printed, and when printed to be committed to the Committee on Transportation AN ACT directing the commissioner of motor vehicles to conduct a study of official inspection stations, safety inspections and fees The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. The commissioner of motor vehicles shall conduct a study to 2 examine and update the requirements of safety inspections conducted on 3 motorcycles, gasoline, zero emissions and alternative fuel vehicles to 4 ensure safety and reliability particularly as it relates to new technol- 5 ogies and to determine whether additional inspection items should be 6 included. Such study shall also examine the sufficiency of the official 7 inspection industry fees for state mandated motorcycle and vehicle safe- 8 ty inspections. Such study shall include consultation with represen- 9 tatives of official inspection stations, the National Highway Traffic 10 Safety Administration, and other relevant national vehicle safety organ- 11 izations. 12 § 2. Upon completion of this study, but no later than 365 days next 13 succeeding the date on which this act shall have become a law, the 14 commissioner of motor vehicles shall submit a report based on the find- 15 ings of such study to the governor, the temporary president of the 16 senate, the speaker of the assembly, the minority leader of the senate, 17 the minority leader of the assembly, the chair of the senate transporta- 18 tion committee, and the chair of the assembly transportation committee 19 which shall include, but not be limited to, the findings of the study 20 as well as recommendations for statutory or regulatory changes. 21 § 3. This act shall take effect on the thirtieth day after it shall 22 have become a law. EXPLANATION--Matter in italics (underscored) is new; matter in brackets [] is old law to be omitted. LBD13336-01-3
