STATE OF NEW YORK ________________________________________________________________________ 9230 IN SENATE May 7, 2024 ___________ Introduced by Sen. SCARCELLA-SPANTON -- read twice and ordered printed, and when printed to be committed to the Committee on Veterans, Home- land Security and Military Affairs AN ACT to amend the veterans' services law, in relation to the cost of maintenance and operation of local veterans' service agencies The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. Subdivision 1 of section 16 of the veterans' services law 2 is amended to read as follows: 3 1. A local director shall designate the location of the local and 4 branch offices of the local veterans' service agency within [his or her] 5 such director's jurisdiction, which offices shall be open during conven- 6 ient hours. The cost of maintenance and operation of a county veterans' 7 service agency shall be a county charge and the cost of maintenance and 8 operation of a city veterans' service agency shall be a city charge, 9 excepting that the state commissioner with the approval of the veterans' 10 services commission shall allot and pay, from state moneys made avail- 11 able to [him or her] the state commissioner for such purposes, to each 12 county veterans' service agency and each city veterans' service agency, 13 an amount equal to [fifty per centum of its expenditures for maintenance14and operation approved by the state commissioner, provided that in no15event shall the amount allotted and paid for such approved expenditures16incurred in any given year exceed (1) in the case of any county veter-17ans' service agency in a county having a population of not more than one18hundred thousand or in the case of any city veterans' service agency in19a city having a population of not more than one hundred thousand, the20sum of twenty-five thousand dollars, nor (2) in the case of any county21veterans' service agency in a county having a population in excess of22one hundred thousand excluding the population of any city therein which23has a city veterans' service agency, the sum of twenty-five thousand24dollars, and, in addition thereto, the sum of five thousand dollars for25each one hundred thousand, or major portion thereof, of the population26of the county in excess of one hundred thousand excluding the population27of any city therein which has a city veterans' service agency, nor (3)EXPLANATION--Matter in italics (underscored) is new; matter in brackets [] is old law to be omitted. LBD15315-02-4S. 9230 2 1in the case of any city veterans' service agency in a city having a2population in excess of one hundred thousand, the sum of twenty-five3thousand dollars, and, in addition thereto, the sum of five thousand4dollars for each one hundred thousand, or major portion thereof, of the5population of the city in excess of one hundred thousand. Such popu-6lation shall be certified in the same manner as provided by section7fifty-four of the state finance law] one-half of one percent of the 8 previous year's geographic distribution of veterans' administration 9 expenditures for each county for maintenance and operations approved by 10 the state director. 11 § 2. This act shall take effect immediately.
