        Introduced  by  Sen. BRESLIN -- read twice and ordered printed, and when
          printed to be committed to the Committee on Cultural Affairs, Tourism,
          Parks and Recreation -- committee discharged,  bill  amended,  ordered
          reprinted as amended and recommitted to said committee

        AN  ACT  to amend the navigation law, in relation to the rates for pilo-
          tage on the Hudson river

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:

     1    Section 1. Subparagraph 1 of paragraph (b) of subdivision 4 of section
     2  89-a of the navigation law is amended by adding five new clauses (viii),
     3  (ix), (x), (xi) and (xii) to read as follows:
     4    (viii) Effective January first, two thousand twenty-three, the follow-
     5  ing base pilotage rates shall be applicable:
     6    All  vessels of 100 pilotage units and over shall pay $14.02 per pilo-
     7  tage unit for Section 1, Lower River; Yonkers, to all ports through Hyde
     8  Park.
     9  The following base pilotage rates shall  be  applicable  to  Section  1,
    10  Lower River:
    11  Up to 50 pilotage units ........................................ $979.74
    12  More than 50 and up to 100 pilotage units ..................... $1400.60
    13  A maximum charge of up to 500 pilotage units shall be applicable.
    14  All  vessels  of  100  pilotage units and over shall pay a base pilotage
    15  rate of ......................................................... $19.75
    16  per pilotage unit for Section 2,  Upper  River;  Yonkers  to  all  ports
    17  beyond Hyde Park through Albany or Troy.
    18  The  following  base  pilotage  rates  shall be applicable to Section 2,
    19  Upper River:
    20  Up to 50 pilotage units ....................................... $1615.01
    21  More than 50 and up to 100 pilotage units ..................... $1973.91
    22  A maximum charge of up to 500 pilotage units shall be applicable.
    23    (ix) Effective January first, two thousand twenty-four, the  following
    24  base pilotage rates shall be applicable:

     2  tage unit for Section 1, Lower River; Yonkers to all ports through  Hyde
     3  Park.
     4  The  following  base  pilotage  rates  shall be applicable to Section 1,
     5  Lower River:
     6  Up to 50 pilotage units ....................................... $1009.13
     7  More than 50 and up to 100 pilotage units ..................... $1442.62
     8  A maximum charge of up to 500 pilotage units shall be applicable.
     9    All vessels of 100 pilotage units and over shall pay a  base  pilotage
    10  rate of ......................................................... $20.34
    11  per  pilotage  unit  for  Section  2,  Upper River; Yonkers to all ports
    12  beyond Hyde Park through Albany or Troy.
    13  The following base pilotage rates shall  be  applicable  to  Section  2,
    14  Upper River:

    16  More than 50 and up to 100 pilotage units ..................... $2033.13
    17  A maximum charge of up to 500 pilotage units shall be applicable.
    18    (x)  Effective  January first, two thousand twenty-five, the following
    19  base pilotage rates shall be applicable:
    20    All vessels of 100 pilotage units and over shall pay $14.87 per  pilo-
    21  tage  unit for Section 1, Lower River; Yonkers to all ports through Hyde
    22  Park.
    23  The following base pilotage rates shall  be  applicable  to  Section  1,
    24  Lower River:
    25  Up to 50 pilotage units ....................................... $1039.40
    26  More than 50 and up to 100 pilotage units ..................... $1485.90
    27  A maximum charge of up to 500 pilotage units shall be applicable.
    28    All  vessels  of 100 pilotage units and over shall pay a base pilotage
    29  rate of ......................................................... $20.95
    30  per pilotage unit for Section 2,  Upper  River;  Yonkers  to  all  ports
    31  beyond Hyde Park through Albany or Troy.
    32  The  following  base  pilotage  rates  shall be applicable to Section 2,

    36  A maximum charge of up to 500 pilotage units shall be applicable.
    37    (xi) Effective January first, two thousand twenty-six,  the  following
    38  base pilotage rates shall be applicable:
    39    All  vessels of 100 pilotage units and over shall pay $15.32 per pilo-
    40  tage unit for Section 1, Lower River; Yonkers to all ports through  Hyde
    41  Park.
    42  The  following  base  pilotage  rates  shall be applicable to Section 1,
    43  Lower River:
    44  Up to 50 pilotage units ....................................... $1070.58
    45  More than 50 and up to 100 pilotage units ..................... $1530.48
    46  A maximum charge of up to 500 pilotage units shall be applicable.
    47    All vessels of 100 pilotage units and over shall pay a  base  pilotage
    48  rate of ......................................................... $21.58
    49  per  pilotage  unit  for  Section  2,  Upper River; Yonkers to all ports
    50  beyond Hyde Park through Albany or Troy.
    51  The following pilotage rates shall be applicable  to  Section  2,  Upper
    52  River:

    54  More than 50 and up to 100 pilotage units ..................... $2156.94

     2  ing base pilotage rates shall be applicable:
     3    All  vessels of 100 pilotage units and over shall pay $15.78 per pilo-
     4  tage unit for Section 1, Lower River; Yonkers to all ports through  Hyde
     5  Park.
     6  The  following  base  pilotage  rates  shall be applicable to Section 1,
     7  Lower River:
     8  Up to 50 pilotage units ....................................... $1102.70
     9  More than 50 and up to 100 pilotage units ..................... $1576.39
    10  A maximum charge of up to 500 pilotage units shall be applicable.
    11    All vessels of 100 pilotage units and over shall pay a  base  pilotage
    12  rate of ......................................................... $22.23
    13  per  pilotage  unit  for  Section  2,  Upper River; Yonkers to all ports
    14  beyond Hyde Park through Albany or Troy.
    15  The following pilotage rates shall be applicable  to  Section  2,  Upper
