          printed to be committed to the Committee on Local Government

        AN ACT to amend the general municipal  law,  in  relation  to  requiring
          municipalities to test the quality of their public internet service

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:

     1    Section 1. The general municipal  law  is  amended  by  adding  a  new
     2  section 99-yy to read as follows:
     3    §  99-yy.  Public  internet service; testing. 1. Each municipal corpo-
     4  ration that offers the public the  ability  to  use  their  computer  or
     5  mobile  devices  for  internet  access  at any of its buildings or other
     6  public spaces shall annually test the quality of such  internet  service
     7  including the average range, speed, effectiveness and security.
     8     2.  Within  sixty  days  of the completion of the testing required in
     9  subdivision one of this section, each municipal corporation  shall  post
    10  the  results  of  such  testing on its internet website. Such post shall
    11  also include information on internet safety and security  including  how
    12  members  of the public can protect themselves when using publicly avail-
    13  able internet services. Each county shall notify every household in  its
    14  jurisdiction  by mail of the annual posting of test results and where to
    15  access such information.
    16    § 2. This act shall take effect on the one hundred eightieth day after
    17  it shall have become a law.
