STATE OF NEW YORK ________________________________________________________________________ 8035 IN SENATE January 5, 2024 ___________ Introduced by Sen. MAYER -- read twice and ordered printed, and when printed to be committed to the Committee on Rules AN ACT to amend the multiple residence law and the multiple dwelling law, in relation to requiring owners and agents of multiple residences and multiple dwellings to provide names and contact information of residents to emergency personnel The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. Subdivision 2 of section 16 of the multiple residence law, 2 as added by a chapter of the laws of 2023 amending the multiple resi- 3 dence law and the multiple dwelling law relating to requiring owners and 4 agents of multiple residences and multiple dwellings to provide names 5 and contact information of residents to emergency personnel, as proposed 6 in legislative bills numbers S.2294-A and A.2134-A, is amended to read 7 as follows: 8 2. The owner or agent of such multiple residence shall update the list 9 of names and contact information of all affected residents or occupants 10 of such multiple residence upon the execution of a new lease, lease 11 renewal or lease amendment, or where such owner is an authority as such 12 term is defined in section three of the public housing law, including 13 all such authorities established after the first day of January, nine- 14 teen hundred thirty-nine, upon annual recertification. Specific and 15 informed written consent shall be obtained by the owner or agent of the 16 multiple residence from each occupant or resident each time the list is 17 updated and no occupant's or resident's name or contact information 18 shall be included in such list without their specific and informed writ- 19 ten consent. Written notice shall be provided to the occupant or resi- 20 dent about the contact list and shall include but not be limited to that 21 such list is maintained by the owner and the potential impact of 22 opting-out. 23 § 2. Subdivision 2 of section 15 of the multiple dwelling law, as 24 added by a chapter of the laws of 2023 amending the multiple residence 25 law and the multiple dwelling law relating to requiring owners and 26 agents of multiple residences and multiple dwellings to provide names EXPLANATION--Matter in italics (underscored) is new; matter in brackets [] is old law to be omitted.
