CROCI -- read twice and ordered printed, and when printed to be committed to the Committee on Veterans, Homeland Securi- ty and Military Affairs AN ACT to amend the business corporation law, the partnership law, the not-for-profit corporation law, the education law, the judiciary law, the general business law, the executive law, the real property law, the arts and cultural affairs law and the limited liability company law, in relation to providing exemption from certain fees for veterans The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. The business corporation law is amended by adding a new 2 section 104-B to read as follows: 3 § 104-B. Veteran exemption from fees. 4 (a) As used in this section, "veteran" means any person who served in 5 the United States army, navy, air force, marine corps or coast guard, or 6 in any of the reserve components of any branch of the armed forces of 7 the United States, or in the national guard, and who received a 8 discharge or separation therefrom under conditions other than dishonor- 9 able, who is a citizen of the United States or an alien lawfully admit- 10 ted for permanent residence in the United States and who is a resident 11 of the state at the time of undertaking an action subject to a fee 12 pursuant to section one hundred four-A of this article. 13 (b) Notwithstanding any other provision of law, no veteran shall be 14 required to pay the fees otherwise required by section one hundred 15 four-A of this article within five years of receiving a discharge or 16 separation under honorable conditions. 17 (c) Status as an eligible veteran pursuant to this section shall be 18 documented pursuant to the rules and regulations promulgated by the 19 commissioner of the department of state. 20 § 2. The partnership law is amended by adding a new section 121-1300-A 21 to read as follows: 22 § 121-1300-A. Veteran exemption from fees. (a) As used in this 23 section, "veteran" means any person who served in the United States 24 army, navy, air force, marine corps or coast guard, or in any of the EXPLANATION--Matter in italics (underscored) is new; matter in brackets [] is old law to be omitted. LBD11688-03-8S. 7792 2 1 reserve components of any branch of the armed forces of the United 2 States, or in the national guard, and who has been honorably discharged 3 or released from service under honorable conditions, who is a citizen of 4 the United States or an alien lawfully admitted for permanent residence 5 in the United States and who is a resident of the state at the time of 6 undertaking an action subject to a fee pursuant to section 121-1300 of 7 this article. 8 (b) Notwithstanding any other provision of law, no veteran shall be 9 required to pay the fees otherwise required by section 121-1300 of this 10 article within five years of receiving a discharge or separation under 11 condition other than dishonorable from military service. 12 (c) Status as an eligible veteran pursuant to this section shall be 13 documented pursuant to the rules and regulations promulgated by the 14 commissioner of the department of state. 15 § 3. The not-for-profit corporation law is amended by adding a new 16 section 104-B to read as follows: 17 § 104-B. Veteran exemption from fees. 18 (a) As used in this section, "veteran" means any person who served in 19 the United States army, navy, air force, marine corps or coast guard, or 20 in any of the reserve components of any branch of the armed forces of 21 the United States, or in the national guard, and who received a 22 discharge or separation therefrom under conditions other than dishonor- 23 able, who is a citizen of the United States or an alien lawfully admit- 24 ted for permanent residence in the United States and who is a resident 25 of the state at the time of undertaking an action subject to a fee 26 pursuant to section one hundred four-A of this article. 27 (b) Notwithstanding any other provision of law, no veteran shall be 28 required to pay the fees otherwise required by section one hundred 29 four-A of this article within five years of receiving a discharge or 30 separation under condition other than dishonorable from military 31 service. 32 (c) Status as an eligible veteran pursuant to this section shall be 33 documented pursuant to the rules and regulations promulgated by the 34 commissioner of the department of state. 35 § 4. The education law is amended by adding a new section 6507-b to 36 read as follows: 37 § 6507-b. Waiver of initial professional licensing fees for veter- 38 ans.(1) As used in this section, "veteran" means any person who served 39 in the United States army, navy, air force, marine corps or coast guard, 40 or in any of the reserve components of any branch of the armed forces of 41 the United States, or in the national guard, and who received a 42 discharge or separation therefrom under conditions other than dishonor- 43 able, who is a citizen of the United States or an alien lawfully admit- 44 ted for permanent residence in the United States and who is a resident 45 of the state at the time of undertaking an action subject to a fee 46 pursuant to sections 6524, 6541, 6554, 6604, 6605-a, 6608-b, 6609, 6632, 47 6704, 6711, 6734, 6740, 6805, 6905, 6906, 6910, 6911, 6955, 7004, 7104, 48 7124, 7206, 7206-a, 7206-b, 7304, 7324, 7404, 7405, 7504, 7603, 7704, 49 7804, 7904, 7904-a, 8206, 8214, 8305, 8355, 8402, 8403, 8404, 8405, 50 8504, 8510, 8605, 8606, 8606-a, 8705, 8804, and 8852 of this title. 51 (2) Notwithstanding any other provision of law, no veteran shall be 52 required to pay the fees required for an initial license, licensure, 53 certificate, or certification otherwise required by the sections speci- 54 fied in subdivision one of this section.S. 7792 3 1 (3) Status as an eligible veteran pursuant to this section shall be 2 documented pursuant to the rules and regulations promulgated by the 3 commissioner of the department of state. 4 § 5. Subdivision 2 of section 212 of the judiciary law is amended by 5 adding a new paragraph (w) to read as follows: 6 (w) (i) Promulgate rules and regulations ensuring that, notwithstand- 7 ing any other provision of law, no veteran shall be required to pay the 8 fee accompanied with attorney registration, upon filing an initial 9 registration with the state. 10 (ii) As used in this section, "veteran" means any person who served in 11 the United States army, navy, air force, marine corps or coast guard, or 12 in any of the reserve components of any branch of the armed forces of 13 the United States, or in the national guard, and who received a 14 discharge or separation therefrom under conditions other than dishonor- 15 able, who is a citizen of the United States or an alien lawfully admit- 16 ted for permanent residence in the United States and who is a resident 17 of the state at the time of undertaking an action subject to the fee 18 accompanied with attorney registration. 19 (iii) Status as an eligible veteran pursuant to this section shall be 20 documented pursuant to the rules and regulations promulgated by the 21 commissioner of the department of state. 22 § 6. Section 409 of the general business law is amended by adding a 23 new subdivision 9 to read as follows: 24 9. (a) As used in this section, "veteran" means any person who served 25 in the United States army, navy, air force, marine corps or coast guard, 26 or in any of the reserve components of any branch of the armed forces of 27 the United States, or in the national guard, and who received a 28 discharge or separation therefrom under conditions other than dishonor- 29 able, who is a citizen of the United States or an alien lawfully admit- 30 ted for permanent residence in the United States and who is a resident 31 of the state at the time of undertaking an action subject to a fee 32 pursuant to this section. 33 (b) Notwithstanding any other provision of law, no veteran shall be 34 required to pay the fee accompanied with the initial application for 35 license pursuant to this section. 36 (c) Status as an eligible veteran pursuant to this section shall be 37 documented pursuant to the rules and regulations promulgated by the 38 commissioner of the department of state. 39 § 7. Subdivision 2 of section 89-ddd of the general business law is 40 amended by adding three new paragraphs a, b and c to read as follows: 41 a. As used in this section, "veteran" means any person who served in 42 the United States army, navy, air force, marine corps or coast guard, or 43 in any of the reserve components of any branch of the armed forces of 44 the United States, or in the national guard, and who received a 45 discharge or separation therefrom under conditions other than dishonor- 46 able, who is a citizen of the United States or an alien lawfully admit- 47 ted for permanent residence in the United States and who is a resident 48 of the state at the time of undertaking an action subject to a fee 49 pursuant to this section. 50 b. Notwithstanding any other provision of law, no veteran shall be 51 required to pay the fee accompanied with the initial application for 52 license pursuant to this section. 53 c. Status as an eligible veteran pursuant to this section shall be 54 documented pursuant to the rules and regulations promulgated by the 55 commissioner of the department of state.S. 7792 4 1 § 8. Subdivision 7 of section 89-rrr of the general business law is 2 amended by adding three new paragraphs a, b and c to read as follows: 3 a. As used in this section, "veteran" means any person who served in 4 the United States army, navy, air force, marine corps or coast guard, or 5 in any of the reserve components of any branch of the armed forces of 6 the United States, or in the national guard, and who received a 7 discharge or separation therefrom under conditions other than dishonor- 8 able, who is a citizen of the United States or an alien lawfully admit- 9 ted for permanent residence in the United States and who is a resident 10 of the state of New York at the time of undertaking an action subject to 11 a fee pursuant to this section. 12 b. Notwithstanding any other provision of law, no veteran shall be 13 required to pay the initial processing fee accompanied with the applica- 14 tion for a registration card pursuant to this section. 15 c. Status as an eligible veteran pursuant to this section shall be 16 documented pursuant to the rules and regulations promulgated by the 17 commissioner of the department of state. 18 § 9. Section 899-g of the general business law, as amended by section 19 1 of part I of chapter 56 of the laws of 2004, is amended to read as 20 follows: 21 § 899-g. Registration and renewal fees. 1. An application for regis- 22 tration or renewal of registration shall be accompanied by a fee in the 23 following amount: 24 [1.] (a) three hundred dollars for an initial application for regis- 25 tration; or 26 [2.] (b) one hundred fifty dollars for an application for renewal of 27 registration. 28 2. (a) As used in this section, "veteran" means any person who served 29 in the United States army, navy, air force, marine corps or coast guard, 30 or in any of the reserve components of any branch of the armed forces of 31 the United States, or in the national guard, and who received a 32 discharge or separation therefrom under conditions other than dishonor- 33 able, who is a citizen of the United States or an alien lawfully admit- 34 ted for permanent residence in the United States and who is a resident 35 of the state at the time of undertaking an action subject to a fee 36 pursuant to this section. 37 (b) Notwithstanding any other provision of law, no veteran shall be 38 required to pay the fee accompanied with the initial application for 39 registration pursuant to this section. 40 (c) Status as an eligible veteran pursuant to this section shall be 41 documented pursuant to the rules and regulations promulgated by the 42 commissioner of the department of state. 43 § 10. Section 74 of the general business law is amended by adding a 44 new subdivision 6 to read as follows: 45 6. (a) As used in this section, "veteran" means any person who served 46 in the United States army, navy, air force, marine corps or coast guard, 47 or in any of the reserve components of any branch of the armed forces of 48 the United States, or in the national guard, and who received a 49 discharge or separation therefrom under conditions other than dishonor- 50 able, who is a citizen of the United States or an alien lawfully admit- 51 ted for permanent residence in the United States and who is a resident 52 of the state at the time of undertaking an action subject to a fee 53 pursuant to this section. 54 (b) Notwithstanding any other provision of law, no veteran shall be 55 required to pay the initial fee accompanied with the application for aS. 7792 5 1 certificate of license pursuant to paragraph (a) of subdivision one of 2 this section. 3 (c) Status as an eligible veteran pursuant to this section shall be 4 documented pursuant to the rules and regulations promulgated by the 5 commissioner of the department of state. 6 § 11. Section 440 of the general business law is amended by adding a 7 new subdivision 9 to read as follows: 8 9. (a) As used in this section, "veteran" means any person who served 9 in the United States army, navy, air force, marine corps or coast guard, 10 or in any of the reserve components of any branch of the armed forces of 11 the United States, or in the national guard, and who received a 12 discharge or separation therefrom under conditions other than dishonor- 13 able, who is a citizen of the United States or an alien lawfully admit- 14 ted for permanent residence in the United States and who is a resident 15 of the state of New York at the time of undertaking an action subject to 16 a fee pursuant to this section. 17 (b) Notwithstanding any other provision of law, no veteran shall be 18 required to pay the initial fee for a license pursuant to subdivision 19 one or four of this section. 20 (c) Status as an eligible veteran pursuant to this section shall be 21 documented pursuant to the rules and regulations promulgated by the 22 commissioner of the department of state. 23 § 12. Section 386 of the general business law is amended by adding a 24 new subdivision 3 to read as follows: 25 3. (a) As used in this section, "veteran" means any person who served 26 in the United States army, navy, air force, marine corps or coast guard, 27 or in any of the reserve components of any branch of the armed forces of 28 the United States, or in the national guard, and who received a 29 discharge or separation therefrom under conditions other than dishonor- 30 able, who is a citizen of the United States or an alien lawfully admit- 31 ted for permanent residence in the United States and who is a resident 32 of the state at the time of undertaking an action subject to a fee 33 pursuant to this section. 34 (b) Notwithstanding any other provision of law, no veteran shall be 35 required to pay the initial registration fee pursuant to this section. 36 (c) Status as an eligible veteran pursuant to this section shall be 37 documented pursuant to the rules and regulations promulgated by the 38 commissioner of the department of state. 39 § 13. Subdivision 2 of section 421 of the general business law is 40 amended by adding three new paragraphs a, b and c to read as follows: 41 a. As used in this section, "veteran" means any person who served in 42 the United States army, navy, air force, marine corps or coast guard, or 43 in any of the reserve components of any branch of the armed forces of 44 the United States, or in the national guard, and who received a 45 discharge or separation therefrom under conditions other than dishonor- 46 able, who is a citizen of the United States or an alien lawfully admit- 47 ted for permanent residence in the United States and who is a resident 48 of the state at the time of undertaking an action subject to a fee 49 pursuant to this section. 50 b. Notwithstanding any other provision of law, no veteran shall be 51 required to pay the initial fee for a license pursuant to this section. 52 c. Status as an eligible veteran pursuant to this section shall be 53 documented pursuant to the rules and regulations promulgated by the 54 commissioner of the department of state. 55 § 14. Subdivision 6 of section 899-bbb of the general business law is 56 amended by adding a new paragraph (d) to read as follows:S. 7792 6 1 (d) (i) Notwithstanding any other provision of law, no veteran shall 2 be required to pay the fee accompanied with the original application for 3 registration pursuant to this subdivision. 4 (ii) As used in this paragraph, "veteran" means any person who served 5 in the United States army, navy, air force, marine corps or coast guard, 6 or in any of the reserve components of any branch of the armed forces of 7 the United States, or in the national guard, who received a discharge or 8 separation therefrom under conditions other than dishonorable, who is a 9 citizen of the United States or an alien lawfully admitted for permanent 10 residence in the United States and who is a resident of the state at the 11 time of undertaking an action subject to a fee pursuant to this subdivi- 12 sion. 13 (iii) Status as an eligible veteran pursuant to this paragraph shall 14 be documented pursuant to the rules and regulations promulgated by the 15 commissioner of the department of state. 16 § 15. Section 797 of the general business law is amended by adding a 17 new subdivision 9 to read as follows: 18 9. (a) Notwithstanding any other provision of law, no veteran shall be 19 required to pay the initial fee for a certificate of registration pursu- 20 ant to subdivision two of this section. 21 (b) As used in this subdivision, "veteran" means any person who served 22 in the United States army, navy, air force, marine corps or coast guard, 23 or in any of the reserve components of any branch of the armed forces of 24 the United States, or in the national guard, who received a discharge or 25 separation therefrom under conditions other than dishonorable, who is a 26 citizen of the United States or an alien lawfully admitted for permanent 27 residence in the United States and who is a resident of the state at the 28 time of undertaking an action subject to a fee pursuant to subdivision 29 two of this section. 30 (c) Status as an eligible veteran pursuant to this subdivision shall 31 be documented pursuant to the rules and regulations promulgated by the 32 commissioner of the department of state. 33 § 16. Section 750-g of the general business law is amended by adding a 34 new subdivision 6 to read as follows: 35 6. (a) Notwithstanding any other provision of law, no veteran shall be 36 required to pay the initial fee for a license pursuant to subdivision 37 one of this section. 38 (b) As used in this section, "veteran" means any person who served in 39 the United States army, navy, air force, marine corps or coast guard, or 40 in any of the reserve components of any branch of the armed forces of 41 the United States, or in the national guard, who received a discharge or 42 separation therefrom under conditions other than dishonorable, who is a 43 citizen of the United States or an alien lawfully admitted for permanent 44 residence in the United States and who is a resident of the state at the 45 time of undertaking an action subject to a fee pursuant to subdivision 46 one this section. 47 (c) Status as an eligible veteran pursuant to this subdivision shall 48 be documented pursuant to the rules and regulations promulgated by the 49 commissioner of the department of state. 50 § 17. Section 69-r of the general business law is amended by adding a 51 new subdivision 6 to read as follows: 52 6. (a) Notwithstanding any other provision of law, no veteran shall be 53 required to pay the initial fee for a license pursuant to subdivision 54 one of this section. 55 (b) As used in this subdivision, "veteran" means any person who served 56 in the United States army, navy, air force, marine corps or coast guard,S. 7792 7 1 or in any of the reserve components of any branch of the armed forces of 2 the United States, or in the national guard, who received a discharge or 3 separation therefrom under conditions other than dishonorable, who is a 4 citizen of the United States or an alien lawfully admitted for permanent 5 residence in the United States and who is a resident of the state at the 6 time of undertaking an action subject to a fee pursuant to subdivision 7 one of this section. 8 (c) Status as an eligible veteran pursuant to this subdivision shall 9 be documented pursuant to the rules and regulations promulgated by the 10 commissioner of the department of state. 11 § 18. Section 89-h of the general business law is amended by adding a 12 new subdivision 12 to read as follows: 13 12. (a) Notwithstanding any other provision of law, no veteran shall 14 be required to pay the initial processing fee accompanied with the 15 application pursuant to paragraph (a) of subdivision ten of this 16 section. 17 (b) As used in this section, "veteran" means any person who served in 18 the United States army, navy, air force, marine corps or coast guard, or 19 in any of the reserve components of any branch of the armed forces of 20 the United States, or in the national guard, who received a discharge or 21 separation therefrom under conditions other than dishonorable, who is a 22 citizen of the United States or an alien lawfully admitted for permanent 23 residence in the United States and who is a resident of the state at the 24 time of undertaking an action subject to a fee pursuant to paragraph (a) 25 of subdivision ten of this section. 26 (c) Status as an eligible veteran pursuant to this subdivision shall 27 be documented pursuant to the rules and regulations promulgated by the 28 commissioner of the department of state. 29 § 19. Subdivision 3 of section 399-pp of the general business law is 30 amended by adding a new paragraph k to read as follows: 31 k. (1) As used in this section, "veteran" means any person who served 32 in the United States army, navy, air force, marine corps or coast guard, 33 or in any of the reserve components of any branch of the armed forces of 34 the United States, or in the national guard, and who received a 35 discharge or separation therefrom under conditions other than dishonor- 36 able, who is a citizen of the United States or an alien lawfully admit- 37 ted for permanent residence in the United States and who is a resident 38 of the state at the time of undertaking an action subject to a fee 39 pursuant to this section. 40 (2) Notwithstanding any other provision of law, no veteran shall be 41 required to pay the initial fee accompanied with an application for 42 certificate of registration pursuant to paragraph f of this subdivision. 43 (3) Status as an eligible veteran pursuant to this section shall be 44 documented pursuant to the rules and regulations promulgated by the 45 commissioner of the department of state. 46 § 20. Section 160-hh of the executive law is amended by adding a new 47 subdivision 5 to read as follows: 48 5. (a) As used in this section, "veteran" means any person who served 49 in the United States army, navy, air force, marine corps or coast guard, 50 or in any of the reserve components of any branch of the armed forces of 51 the United States, or in the national guard, and who received a 52 discharge or separation therefrom under conditions other than dishonor- 53 able, who is a citizen of the United States or an alien lawfully admit- 54 ted for permanent residence in the United States and who is a resident 55 of the state at the time of undertaking an action subject to a fee 56 pursuant to this section.S. 7792 8 1 (b) Notwithstanding any other provision of law, no veteran shall be 2 required to pay the initial registration fee pursuant to subdivision one 3 of this section. 4 (c) Status as an eligible veteran pursuant to this section shall be 5 documented pursuant to the rules and regulations promulgated by the 6 commissioner of the department of state. 7 § 21. Section 160-f of the executive law is amended by adding a new 8 subdivision 4 to read as follows: 9 4. a. As used in this section, "veteran" means any person who served 10 in the United States army, navy, air force, marine corps or coast guard, 11 or in any of the reserve components of any branch of the armed forces of 12 the United States, or in the national guard, and who received a 13 discharge or separation therefrom under conditions other than dishonor- 14 able, who is a citizen of the United States or an alien lawfully admit- 15 ted for permanent residence in the United States and who is a resident 16 of the state at the time of undertaking an action subject to a fee 17 pursuant to this section. 18 b. Notwithstanding any other provision of law, no veteran shall be 19 required to pay the initial application fee for certification and 20 licensing pursuant to paragraph a of subdivision one of this section. 21 c. Status as an eligible veteran pursuant to this section shall be 22 documented pursuant to the rules and regulations promulgated by the 23 commissioner of the department of state. 24 § 22. Section 131 of the executive law is amended by adding a new 25 subdivision 15 to read as follows: 26 15. a. As used in this section, "veteran" means any person who served 27 in the United States army, navy, air force, marine corps or coast guard, 28 or in any of the reserve components of any branch of the armed forces of 29 the United States, or in the national guard, and who received a 30 discharge or separation therefrom under conditions other than dishonor- 31 able, who is a citizen of the United States or an alien lawfully admit- 32 ted for permanent residence in the United States and who is a resident 33 of the state at the time of undertaking an action subject to a fee 34 pursuant to this section. 35 b. Notwithstanding any other provision of law, no veteran shall be 36 required to pay the initial fee for the application for appointment 37 pursuant to subdivision three of this section. 38 c. Status as an eligible veteran pursuant to this section shall be 39 documented pursuant to the rules and regulations promulgated by the 40 commissioner of the department of state. 41 § 23. Section 444-f of the real property law is amended by adding a 42 new subdivision 3 to read as follows: 43 3. a. As used in this section, "veteran" means any person who served 44 in the United States army, navy, air force, marine corps or coast guard, 45 or in any of the reserve components of any branch of the armed forces of 46 the United States, or in the national guard, and who received a 47 discharge or separation therefrom under conditions other than dishonor- 48 able, who is a citizen of the United States or an alien lawfully admit- 49 ted for permanent residence in the United States and who is a resident 50 of the state at the time of undertaking an action subject to a fee 51 pursuant to this section. 52 b. Notwithstanding any other provision of law, no veteran shall be 53 required to pay the initial fee for the first application for a license 54 pursuant to subdivision one of this section.S. 7792 9 1 c. Status as an eligible veteran pursuant to this section shall be 2 documented pursuant to the rules and regulations promulgated by the 3 commissioner of the department of state. 4 § 24. Section 441-b of the real property law is amended by adding a 5 new subdivision 4 to read as follows: 6 4. a. As used in this section, "veteran" means any person who served 7 in the United States army, navy, air force, marine corps or coast guard, 8 or in any of the reserve components of any branch of the armed forces of 9 the United States, or in the national guard, and who received a 10 discharge or separation therefrom under conditions other than dishonor- 11 able, who is a citizen of the United States or an alien lawfully admit- 12 ted for permanent residence in the United States and who is a resident 13 of the state at the time of undertaking an action subject to a fee 14 pursuant to this section. 15 b. Notwithstanding any other provision of law, no veteran shall be 16 required to pay the initial fee for a license issued pursuant to subdi- 17 vision one of this section. 18 c. Status as an eligible veteran pursuant to this section shall be 19 documented pursuant to the rules and regulations promulgated by the 20 commissioner of the department of state. 21 § 25. Section 25.13 of the arts and cultural affairs law is amended by 22 adding a new subdivision 5 to read as follows: 23 5. a. As used in this section, "veteran" means any person who served 24 in the United States army, navy, air force, marine corps or coast guard, 25 or in any of the reserve components of any branch of the armed forces of 26 the United States, or in the national guard, and who received a 27 discharge or separation therefrom under conditions other than dishonor- 28 able, who is a citizen of the United States or an alien lawfully admit- 29 ted for permanent residence in the United States and who is a resident 30 of the state of New York at the time of undertaking an action subject to 31 a fee pursuant to this section. 32 b. Notwithstanding any other provision of law, no veteran shall be 33 required to pay the initial fee for the certificate or license pursuant 34 to subdivision one of this section. 35 c. Status as an eligible veteran pursuant to this section shall be 36 documented pursuant to the rules and regulations promulgated by the 37 commissioner of the department of state. 38 § 26. The limited liability company law is amended by adding a new 39 section 1101-A to read as follows: 40 § 1101-A. Veteran exemption from fees. (a) As used in this section, 41 "veteran" means any person who served in the United States army, navy, 42 air force, marine corps or coast guard, or in any of the reserve compo- 43 nents of any branch of the armed forces of the United States, or in the 44 national guard, and who received a discharge or separation therefrom 45 under conditions other than dishonorable, who is a citizen of the United 46 States or an alien lawfully admitted for permanent residence in the 47 United States and who is a resident of the state at the time of under- 48 taking an action subject to a fee pursuant to section eleven hundred one 49 of this article. 50 (b) Notwithstanding any other provision of law, no veteran shall be 51 required to pay the initial application fee for certification and 52 licensing pursuant to section eleven hundred one of this article within 53 five years of receiving a discharge or separation under condition other 54 than dishonorable from military service.S. 7792 10 1 (c) Status as an eligible veteran pursuant to this section shall be 2 documented pursuant to the rules and regulations promulgated by the 3 commissioner of the department of state. 4 § 27. This act shall take effect immediately; provided, however that 5 the amendments to section 25.13 of the arts and cultural affairs law 6 made by section twenty-five of this act shall not affect the repeal of 7 such section and shall be deemed repealed therewith.
