        Introduced  by  Sen.  ROBACH -- read twice and ordered printed, and when
          printed to be committed to the Committee on Transportation
        AN ACT to amend the railroad law, in relation  to  freight  train  oper-
          ations
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
     1    Section 1. The railroad law is amended by adding a new section 245  to
     2  read as follows:
     3    §  245.  Freight train operations. All freight train operations within
     4  this state shall have at least two crew members, one of whom shall be  a
     5  certified  locomotive  engineer  and  one  of  whom shall be a federally
     6  certified conductor.
     7    § 2. This act shall take effect on the one hundred twentieth day after
     8  it shall have become a law.
