GRIFFO -- read twice and ordered printed, and when printed to be committed to the Committee on Finance -- recommitted to the Committee on Finance in accordance with Senate Rule 6, sec. 8 -- committee discharged, bill amended, ordered reprinted as amended and recommitted to said committee AN ACT to amend chapter 53 of the laws of 2021, enacting the aid to localities budget, in relation to supporting refugees from Afghanistan and Ukraine The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. This act shall be known and may be cited as the "securing 2 and assisting vulnerable evacuees (SAVE) act". 3 § 2. Recent turmoil in Afghanistan and Ukraine has caused a signif- 4 icant flight of people from both nations, requiring other countries 5 throughout the world to assist in the resettlement of individuals and 6 families who have been displaced through no fault of their own. This 7 bill is intended to allocate adequate funding to support a potential 8 significant increase in the number of refugees that New York state will 9 be taking in as a result of these ongoing situations. 10 § 3. Section 1 of chapter 53 of the laws of 2021, enacting the aid to 11 localities budget, is amended by repealing the items herein below set 12 forth in brackets and by adding to such section the other items under- 13 scored in this section: 14 SPECIALIZED SERVICES PROGRAM ............. LBD13100-02-2S. 7345--A 2 1 Federal Health and Human Services Fund 2 Refugee Resettlement Account - 25160 3 For services related to refugee programs 4 including but not limited to the Cuban- 5 Haitian and refugee resettlement program 6 and the Cuban-Haitian and refugee targeted 7 assistance program provided pursuant to 8 the federal refugee assistance act of 1980 9 as amended. 10 Funds appropriated herein shall be available 11 for aid to municipalities and for payments 12 to the federal government for expenditures 13 made pursuant to the social services law 14 and the state plan for individual and 15 family grant program under the disaster 16 relief act of 1974. 17 Such funds are to be available for payment 18 of aid heretofore accrued or hereafter to 19 accrue to municipalities. Subject to the 20 approval of the director of the budget, 21 such funds shall be available to the 22 office of temporary and disability assist- 23 ance net of disallowances, refunds, 24 reimbursements, and credits. 25 Notwithstanding any inconsistent provision 26 of law, funds appropriated herein, subject 27 to the approval of the director of the 28 budget and in accordance with a memorandum 29 of understanding between the office of 30 temporary and disability assistance and 31 any other state agency, may be transferred 32 or suballocated to any other state agency 33 for expenses related to refugee programs. 34 Notwithstanding any inconsistent provision 35 of law, and subject to the approval of the 36 director of the budget, the amount appro- 37 priated herein may be increased or 38 decreased through transfer or interchange 39 with any other federal appropriation with- 40 in the office of temporary and disability 41 assistance (52304) .......................... 26,000,000 42 For services and expenses of supporting 43 Afghan and Ukrainian refugees. For the 44 purposes of this appropriation, supporting 45 Afghan and Ukrainian refugees shall mean 46 providing assistance for the resettlement 47 of Afghan and Ukrainian refugees who are 48 part of any program established by the 49 federal government for refugees from 50 Afghanistan in light of the Taliban take- 51 over of the country in 2021 and the 52 Russian invasion of Ukraine in 2022. 53 Notwithstanding any inconsistent provision 54 of law, this appropriation shall be used 55 for grants in aid or expenses of contractsS. 7345--A 3 1 with not-for-profit agencies to be deter- 2 mined pursuant to a plan to be developed 3 by the office of temporary and disability 4 assistance and the office for new Ameri- 5 cans in the department of state, in 6 consultation with the director of the 7 budget. The funds appropriated herein may 8 be transferred or suballocated to any aid 9 to localities, state operations, or capi- 10 tal appropriation of any state department, 11 agency, or authority to accomplish the 12 intent or purposes stated herein ............ 50,000,000 13 -------------- 14 Program account subtotal ....
