        Introduced  by Sen. BORRELLO -- read twice and ordered printed, and when
          printed to be  committed  to  the  Committee  on  Rules  --  committee
          discharged, bill amended, ordered reprinted as amended and recommitted
          to said committee

        AN  ACT  in  relation  to prohibiting a government entity, its political
          subdivisions, agents or assigns from issuing regulations  or  guidance
          related  to the COVID-19 virus without first getting approval from the
          state legislature

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:

     1    Section  1.  No  government  entity,  or  its  political subdivisions,
     2  agents, or assigns, shall be permitted to issue a regulation or guidance
     3  that includes criminal or civil penalties related to the COVID-19  virus
     4  without  prior authorization from the state legislature. The legislature
     5  may authorize a regulation or guidance by concurrent resolution.
     6    § 2. This act shall take effect immediately.
