        Introduced  by  Sen.  COONEY -- read twice and ordered printed, and when
          printed to be committed to the Committee on Education

        AN ACT to amend the education law, in relation to requiring  instruction
          on  conflict  resolution  for  elementary,  middle,  and  high  school
          students

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:

     1    Section 1. The education law is amended by adding a new section 805 to
     2  read as follows:
     3    § 805. Instruction on conflict resolution. 1. Every elementary school,
     4  middle school, and high school shall include age-appropriate instruction
     5  on conflict resolution as an integral part of the required curriculum.
     6    2.  The  commissioner  shall  develop curricula for the instruction of
     7  children in grades kindergarten through twelfth grade on conflict resol-
     8  ution which shall  include,  but  not  be  limited  to,  age-appropriate
     9  instruction on diffusing conflict and coping mechanisms for dealing with
    10  conflict  at  home  and between peers. The commissioner shall promulgate
    11  rules and/or regulations requiring the instruction of such curricula  at
    12  all elementary schools, middle schools, and high schools in the state.
    13    3.  The  commissioner  shall  develop  and  make  available for school
    14  districts in the state any resource  materials  the  commissioner  shall
    15  deem  necessary  and  appropriate to facilitate the instruction required
    16  pursuant to this section.
    17    § 2. This act shall take effect on the first of July  next  succeeding
    18  the date on which it shall have become a law. Effective immediately, the
    19  addition,  amendment  and/or  repeal of any rule or regulation necessary
    20  for the implementation of this act on its effective date are  authorized
    21  to be made and completed on or before such effective date.
