STATE OF NEW YORK ________________________________________________________________________ 6645 IN SENATE February 2, 2016 ___________ Introduced by Sen. MARCELLINO -- read twice and ordered printed, and when printed to be committed to the Committee on Higher Education AN ACT to amend the education law, in relation to establishing the New York state leaders of tomorrow scholarship The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. The education law is amended by adding a new section 669-h 2 to read as follows: 3 § 669-h. The New York state leaders of tomorrow scholarship. 1. Defi- 4 nitions. The following terms shall have the following meanings: 5 a. "Good academic standing" shall be comprised of two necessary compo- 6 nents: pursuit of program and satisfactory academic progress; 7 b. "Pursuit of program" shall mean earning a passing or failing letter 8 grade on a sliding scale in a certain percentage of full-time minimum 9 course load, such sliding scale shall exist as follows: 10 (i) fifty percent for the first academic year; 11 (ii) seventy-five percent for the second academic year; and 12 (iii) one hundred percent for the third and fourth academic years; and 13 c. "Satisfactory academic progress" shall mean earning and maintaining 14 at least a B-average (3.0 or higher on a 4.0 grading scale) in the mini- 15 mum number of semester hours required per year. 16 2. Purpose. The New York leaders of tomorrow scholarship is hereby 17 established for the purpose of granting scholarship awards to New York 18 state high school graduates who have demonstrated a strong academic 19 ability, participated in extracurricular activities, and displayed a 20 commitment to community service. 21 3. Eligibility. Scholarships shall be awarded to one eligible senior 22 from each participating public and private high school in New York 23 state. To be eligible for such award, an applicant must: 24 a. be a United States citizen or eligible noncitizen; 25 b. be a legal resident of New York state; 26 c. have graduated from a New York state high school in June of the 27 academic year for which the scholarship is awarded; EXPLANATION--Matter in italics (underscored) is new; matter in brackets [] is old law to be omitted.
