        Introduced  by  Sen.  STEWART-COUSINS -- read twice and ordered printed,
          and when printed to be committed to the Committee on Education
        AN ACT to amend the education law, in relation  to  the  computation  of
          certain building aid
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
     1    Section 1. Paragraph a of subdivision 6 of section 3602 of the  educa-
     2  tion law is amended by adding a new subparagraph 7 to read as follows:
     3    (7)  Notwithstanding  any  other provision of law to the contrary, for
     4  the purpose of computation  of  building  aid  for  projects  authorized
     5  pursuant to chapter three hundred fifty-five of the laws of two thousand
     6  sixteen,  multi-year  cost  allowances  for each project shall be estab-
     7  lished and utilized two times in the first five-year period.  Subsequent
     8  multi-year cost allowances shall be established no sooner than ten years
     9  after  establishment  of  the  first  maximum  cost allowance authorized
    10  pursuant to this subparagraph.
    11    § 2. Subparagraph 2 of paragraph c of subdivision 6 of section 3602 of
    12  the education law is amended by adding a  new  clause  (d)  to  read  as
    13  follows:
    14    (d)  Notwithstanding  any  provision  of  law to the contrary, for aid
    15  payable in the school years two thousand seventeen--two  thousand  eigh-
    16  teen and thereafter for all school building projects authorized pursuant
    17  to chapter three hundred fifty-five of the laws of two thousand sixteen,
    18  the  school  district  shall  compute  aid  under the provisions of this
    19  subdivision using a building aid ratio of ninety-eight hundredths.
    20    § 3. This act shall take effect immediately.
