        AN  ACT  to  amend  the  environmental  conservation law, in relation to
          authorizing certain community composting operations to  use  parklands
          without violating alienation laws or restrictions

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:

     1    Section 1. The environmental conservation law is amended by  adding  a
     2  new section 27-0111 to read as follows:
     3  § 27-0111. Community scale compost facilities on parklands.
     4    Community scale compost operations registered with the department, but
     5  not  requiring a permit from the department, and approved by any county,
     6  city, town, or village for operation on parkland owned by  such  county,
     7  city,  town,  or village, does not constitute an alienation of parkland,
     8  and shall not require the express authority of an act  of  the  legisla-
     9  ture.
    10    § 2. This act shall take effect immediately.
