STATE OF NEW YORK ________________________________________________________________________ 6097 2019-2020 Regular Sessions IN SENATE May 16, 2019 ___________ Introduced by Sen. SANDERS -- read twice and ordered printed, and when printed to be committed to the Committee on Commerce, Economic Devel- opment and Small Business AN ACT to establish the JFK Innovation Center The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. Notwithstanding another section of law, there shall be 2 established a JFK Innovation Center, hereinafter referred to as the 3 "center". Such center shall be a public-private partnership between a 4 New York state agency or agencies and a private-sector company or compa- 5 nies to launch SmartCities and CleanTech innovations. Such center shall 6 be located near the JFK International Airport in the borough of Queens. 7 The center shall assist new and startup companies develop by testing 8 clean technology, automation, robotics, data analytics, smart infras- 9 tructure management, and other technologies. 10 § 2. Such activities and goals of the center shall include, but shall 11 not be limited to: 12 (a) providing capital awards to startups based on their ability to 13 address critical issues, such as airport efficiency and security, coas- 14 tal flooding, sustainable living, and mass transportation; 15 (b) creating a culture of diversity and inclusivity for people of 16 different races, women, and other minorities; 17 (c) allowing companies to pilot their own inventions and research and 18 development facilities on premises and/or on adjoining satellite offices 19 built by such center; and 20 (d) creating jobs and promoting economic development. 21 § 3. For purposes of this act the terms: 22 (a) "SmartCities" means urban areas that use different types of elec- 23 tronic sensors to collect data and use such data to manage assets and 24 resources efficiently. LBD11886-01-9S. 6097 2 1 (b) "CleanTech" means any process, product, or service that reduces 2 negative environmental impacts through significant energy efficiency 3 improvements, the sustainable use of resources, or environmental 4 protection activities. 5 (c) "Business incubator" means a company that helps new and startup 6 companies develop. 7 § 4. This act shall take effect immediately.
